This chapter explains the role of community partners in responding to violence in schools. The whole community approach to emergency management applies to natural and human-caused disasters. Strategic plans that include first responders are needed to successfully respond to serious offenses and large-scale acts of violence that may overwhelm school resources. Strategic action plans are needed that prepare internal and external partners for response operations.

An important practice in emergency management is to write an after-action report (AAR) after an exercise or an actual incident. This is a process to capture what went right and what went wrong. This information is then used to make necessary changes to emergency management plans.
